How can we improve air quality in big cities?

Air quality is an increasing threat to public health. Pollution contributed to the deaths of 6.1 million people globally in 2016 and is now the fourth leading cause of death, according to the annual State of Global Air Report, a study that tracks global air quality. Regularly breathing bad air can lead to heart and lung disease, and is tied to increased risk of Type 2 diabetes.
In rapidly growing cities such as Beijing, New Delhi, or Mexico DF, air pollution has become so severe that respiratory disease is on the rise, flights have been grounded, and the public is often warned against letting children play outside.
In the drive to build smarter cities around the world, what is the most important thing we should do to tackle air pollution? How can we use new technologies like Big Data, Internet of Things, or Artificial Intelligence to improve air quality in cities?
This is an Ideation Challenge that requires only a written proposal to be submitted. The Challenge award will be contingent upon evaluation of the proposal by the Seeker.
To receive an award, the Solvers will NOT have to transfer any type of IP rights to the Seeker.
Submissions to this Challenge must be received by 11:59 PM (US Eastern Time) on July 15, 2019. Late submissions will not be considered.
The solutions will be evaluated by our pool of experts, and finally, the seeker will decide which are the winning solutions. The evaluation parameters are:

By submitting a proposal, the Solver grants to the Seeker a non-exclusive license to use any information included in this proposal only for promotional purposes.
